It's Time to Pay for Copyright
One of the January rituals for interlibrary loan personnel is to pay copyright payments for articles received in the last calendar year.
The National Commission on New Technological Uses of Copyrighted Works (CONTU) has developed a set of guidelines to help libraries follow copyright law. These guidelines permit copying during a calendar year of no more than five articles from a single journal title, not owned by the library, dated within the past five years. This is known as the "Rule of Five".
When you go over the "rule of five", library personnel have developed various ways of obtaining those articles. Some purchase the article directly from the publisher which would cover copyright. Other libraries may continue obtaining the article from another library but then it is the borrowing library's responsibility to pay copyright payments to the Copyright Clearance Center for those articles.
Interlibrary loan personnel should develop a procedure to keep track of how many articles they order from each journal every year. You should keep those records for the last three calendar years unless your institution dictates you keep the records for a longer period.

Lifehacker tip of the month (Lifehacker)
I have been told that sometimes my emails are confusing or random or too stream-of-consciousness for some. I have been working on it and I think the above tip from Lifehacker is awesome. When unsure of your clarity, read the email out loud. I find it is a good way to catch grammar errors as well. Another email tip I've implemented is waiting a full 24 hours before responding to someone who was less than nice. Putting some distance between yourself and the mean email and then reading your response out loud before sending could make a world of difference!

OCLC Article Exchange
The experimental Article Exchange (AE) website will expire on January 31, 2012. On Febuary 1st, however, all access to AE will be through either WorldCat Resource Sharing or from the ILLiad addon. Here are some perks of AE:
- Eliminates security issues often encountered when documents are transmitted through email. Files up to 60 MB — including high resolution documents — can be placed on the site for pick-up by library users.
- Supports compliance with copyright guidelines with automatic deletion of files. Viewed files are deleted after 5 days or 5 views and unviewed files are deleted after 30 days.
- Minimizes local technical support because the Web site requires no software download or special arrangements for access through a local firewall.
- Provides platform-independent access from PCs, MACs or any operating system.

RL&LL Resource Sharing Update
Most of you are aware that Resources for Libraries & Lifelong Learning (RL&LL) has opened a discussion with all types of Wisconsin libraries regarding the revision of the 2005 Resource Sharing Guidelines. This discussion has involved presentations and debate on the current issues facing interlibrary loan at WAPL, RL&LL/WiLS Fall Meeting and most recently, at WLA. The goal is to encourage libraries to lend as freely as possible, within specified Best Practice Guidelines. The previous survey addressed the Guidelines trial at RL&LL as a primary default lender for many Wisconsin libraries. During this test period, we have not been manually referring out-of-state* for the following classifications of items:
- AV
- Current year titles
- In constant demand titles
*"Out-of-state" is defined as outside the boundaries of Wisconsin, Minnesota, North Dakota and South Dakota.
We chose these categories, because requests for these items are often returned unfilled due to the lenders' policies and/or local demand. Although to date, there has been no clear consensus on all three criteria, we have decided to resume out-of-state referrals.
As of Monday, December 19, we will once again begin referring out of state for any request, regardless of format, publication date or current demand.
Finally, the last survey we conducted indicated that an "in constant demand" list, such as the one used by Minitex, would be helpful. (The survey results are attached.) RL&LL would create and maintain such a list. Reviewing this "in constant demand" list before submitting a request would be considered a best practice. This document would be available on the web for easy consultation by front desk staff when creating ILL requests.
RL&LL will begin compiling this list. We hope to have it available for your use in mid-January.
As always, please contact us with any questions or concerns.

10 ways to create a more productive work environment via Lifehacker10. Use unusual items to better organize your workspace.
9. Implement the reproducible elements of the locations where you're most productive.
8. Put together a work friendly playlist.
7. Organize your daily communication.
6. Organize office drawers by importance for quick access to essential items.
5. Reduce eye strain when staring at a screen all day long (I've been using F.lux for a day or two; I'll update in the next issue about the results)
4. Creatively conceal (or display) your cables.
3. Keep your work files in sync everywhere you go.
2. Automate the opening and closing of your computer apps to remove the waiting time from your workflow. (I'd like to try this on the scanning computers to see if it improves start-up time).
1. Ergonomically optimize your workspace.
You can view the OCLC webinar recording that explains the above features.

OCLC introduces OCLC WorldShare for better library cooperation and innovation at Webscale
OCLC, together with OCLC Global Council and members, is taking the cooperative's ongoing strategy to help libraries operate and innovate at Webscale to a much broader level with the introduction of OCLC WorldShare, a new platform and a new brand that signals OCLC's commitment to greater collaboration in library service delivery.e knowledge base, as well as discovery services such as WorldCat.org and WorldCat Local.
OCLC is committed to working with libraries to expand the scope and type of partnerships that will be critical for libraries to achieve Webscale.
For more information:
Our Next Steps—OCLC WorldShare
To realize the potential of these opportunities, we are announcing three critical components of our strategy for cooperating at Webscale: the introduction of OCLC WorldShare, our commitment to radical collaboration in library service delivery; the OCLC WorldShare Platform, where libraries can collectively innovate and create library services; and the implementation of data centers that will support OCLC services around the world. Today we are launching the OCLC WorldShare Platform, a shared technical infrastructure that will support a growing number of OCLC services and applications. This platform will enable library developers, partners and other organizations to create, configure and share a wide range of applications that deliver new functionality and value for libraries and their users.
