It's Time to Pay for Copyright

One of the January rituals for interlibrary loan personnel is to pay copyright payments for articles received in the last calendar year.

The National Commission on New Technological Uses of Copyrighted Works (CONTU) has developed a set of guidelines to help libraries follow copyright law. These guidelines permit copying during a calendar year of no more than five articles from a single journal title, not owned by the library, dated within the past five years. This is known as the "Rule of Five".

When you go over the "rule of five", library personnel have developed various ways of obtaining those articles. Some purchase the article directly from the publisher which would cover copyright. Other libraries may continue obtaining the article from another library but then it is the borrowing library's responsibility to pay copyright payments to the Copyright Clearance Center for those articles.

Interlibrary loan personnel should develop a procedure to keep track of how many articles they order from each journal every year. You should keep those records for the last three calendar years unless your institution dictates you keep the records for a longer period.

Lifehacker tip of the month (Lifehacker)

I have been told that sometimes my emails are confusing or random or too stream-of-consciousness for some. I have been working on it and I think the above tip from Lifehacker is awesome. When unsure of your clarity, read the email out loud. I find it is a good way to catch grammar errors as well. Another email tip I've implemented is waiting a full 24 hours before responding to someone who was less than nice. Putting some distance between yourself and the mean email and then reading your response out loud before sending could make a world of difference!

OCLC Article Exchange

The experimental Article Exchange (AE) website will expire on January 31, 2012. On Febuary 1st, however, all access to AE will be through either WorldCat Resource Sharing or from the ILLiad addon. Here are some perks of AE:

  • Eliminates security issues often encountered when documents are transmitted through email. Files up to 60 MB — including high resolution documents — can be placed on the site for pick-up by library users.
  • Supports compliance with copyright guidelines with automatic deletion of files. Viewed files are deleted after 5 days or 5 views and unviewed files are deleted after 30 days.
  • Minimizes local technical support because the Web site requires no software download or special arrangements for access through a local firewall.
  • Provides platform-independent access from PCs, MACs or any operating system.
