UW System supports ILL between system libraries. It provides funds to compensate net-lending campuses for OCLC article requests filled within the UW community. Data is compiled from OCLC online statistics with quarterly reports to CUWL. Net lender payments are made at the end of the year based on a per-filled- request cost (FY09 unit is $7.00 with total budget of $115,000). Over the last three years, Madison has been the largest net lender; other net lenders have been Stout, Whitewater and River Falls.
UW System provides funds to subsidize commercial document delivery to improve speed of access to articles needed for research. In the past, the funds have completely covered the use of the services. Beginning in the July 09-10 fiscal year, libraries will provide a 25% match. WiLS compiles data and reports to CUWL quarterly. Campus cost-share will be assessed semi-annually and deducted from library WiLS deposit account. Include is use of:
1) Wiley/Blackwell Interscience Article Select (Wiley),
2) Elsevier Science Direct Pay Per View (SD)
3) British Library Document Supply Service (BLDSC)
4) CISTI
5) P-card - purchasing card, credit card
Please remember that copyright royalties are included in these articles purchased from these commercial resources. Do not include titles purchased through any of these sources in your final copyright counts.
1) Wiley InterScience Article Select
Access through www3.interscience.wiley.com/search/allsearch
As for Wiley, for now we are leaving things as they stand with the $10 tokens. Each library should track what they are getting from Wiley in ILLiad by entering “Wileytoken” in your ILLiad notices as of July 1. Please keep track of what you are getting from Wiley.
We are not able to get any breakdown of usage by library from Wiley. We will search ILLiad semi-annually to determine usage information, and hopefully that data will match your data. If this method proves unworkable, separate accounts will be set up but the price per request will probably be higher.

Access through www.sciencedirect.com
Science Direct is a pay-for-use arrangement. WiLS was able to negotiate the reduced charge of $22/article by linking to Madison's "complete" arrangement. This is why the screen display includes UW Madison at the top. Please be aware that if you request articles from Science Direct through another method (such as p-card), you will be paying the normal charges and will not receive the $22 UW-Madison rate.
WiLS receives monthly reports from the Memorial Library business office, broken down by library.
Each library has its own log-on and password. WiLS does not have this information.
3) British Library Document Supply Center (BLDSC)
WiLS has a deposit account with BLDSC. Each UW system library has its own sub-account. Kirsten has a copy of the BLDSC account number (contact her at 608.265.2728).
Libraries search OCLC or the catalogs of the British Library and place requests via OCLC.
Access is for articles only. If loans are placed, they should be charged to IFM. (However, if the book is lost the lost book charges will come to WiLS on the deposit account and we will contact you about it. The standard lost book charge is $210.00 so we recommend that you put "in library use" only on these loans).
For BLDSC, put account number in borrowing notes and WiLS in the "bill to" field. Currently, max cost is $60. If you are willing to pay more, include the phrase "please conditional if over maxcost. Costs over $60 will be deducted from your WiLS deposit account. Do not check IFM unless you want to be charged directly.

4) CISTI
For CISTI, each library establishes a preferences profile at cisti-icist.nrc-cnrc.gc.ca/eng/services/cisti/account-management.html which is linked to the OCLC code. This includes your preferred delivery so it is important to keep it updated.
Requests are placed by OCLC. Put account number in borrowing notes and WiLS in "bill to" field. CISTI will conditional if cost is over $60 – our pre-set maxcost. Costs over $60 will be deducted from your deposit account. Do not use IFM unless you want to pay directly for some reason.
Campuses should contact them directly for most problems – overcharges, problem with access, updating or delivery issues etc.

5) P-CARD (Purchasing card, credit card)
Libraries use this card to download copies that are not available in Science Direct or Wiley. Libraries sign off on the statements they receive every two weeks and send to WiLS at uwinfo@wils.wisc.ed or Fax 608.262.6067 Libraries should maintain copies of receipts for three years.
Payment is deducted from the WiLS UW System account and WiLS provides a report to CUWL.
Use of MINITEX Arrangement – UW libraries (and all WiLS academic libraries) can send requests for materials owned in Minnesota, North and South Dakota, to Minitex. Include $6.40 IFM (this fee is always based on the current year WiLS per-request price). MINITEX will borrow directly from UW libraries and pay $6.40 IFM.
Wisconsin Reciprocity – Most Wisconsin libraries lend and borrow reciprocally, either due to local agreements, membership in WiLS or membership in LVIS. There are exceptions so when in doubt, check the OCLC policy directory or the library itself.
LVIS – many Wisconsin libraries have joined LVIS – a national reciprocal agreement utilizing OCLC for no-charge lending and borrowing. Sign up with WiLS OCLC staff (Shirley Schenning at 608.263.5051) to be added to this OCLC group.
WiLS keeps track of usage statistics for those electronic resources which UW-System subscribes to as a consortia. Statistics are updated twice a year in April-May and in September-October. Currently the following current statistics are available to libraries on the CUWL wiki:
