The Wisconsin Public Library Consortium began in July 2000 with the assistance of a WAFT grant developed by the South Central Library System. Wisconsin public libraries join the the Wisconsin Public Library Consortium to collectively purchase and circulate ebooks. WiLS facilitates WPLC shared collections from NetLibrary and OverDrive.

Created in January 2000, the consortium was open to any Wisconsin academic (post-secondary) library. The consortium suspended purchasing for the shared collection January 2006. WiLS continues to offer discounts on content from NetLibrary.
